What is IT engineer average income to foreigners??

I saw the statistics on the Internet,which says IT engineer average wage income is 3600 euros per month in Finland, but I heard Finnish companies usually pay foreign employees less than Finnish engineers,is this thing universal phenomenon or just occurs few?
What is your view,I hope u can discuss with me,tks!!!!

Average salaries are vague: one gets 3k, another 5k - the average is 4k

Anyway in Helsinki region, with solid experience you may expect about 4k per month. This can improve over the years, so in future you may expect 4.5.

It is not so. There is no any real difference related to this issue.
Main problem - companies are trying to reduce costs, so it might be that any new employee will receive less salary than average of older employees. And even in this case - there are a lot of choice for the employer.
It is just a 'crysis'.
