I wonder what is wrong? Basically, no work -> go home. This rule acts in all countries. At least here in 4 years person can get pysyvä automatically, while in US in 6 years on H1B go home (there are options to get GC, but it is not for all and not automatically).

It is not a question about that anyway. Considering that the labour market subsidy is means tested (and labour market subsidy is for those who do not have noteworthy work history here), most (if not all) of the people involved can probably get 'toimeentulotuki' from the local social welfare office. Not getting X euros from Kela just means getting that X € more as toimeentulotuki.
