I live in OULU and want to start an insurance company that provides car, house, pet and health insurance services to general public(and possibly businesses as well). What are the requirements to register as an insurance broker in terms of
1. Previous experience
2.Do I have to pay any guarantee capital to open or maintain this business?
3. I want it to be a small local business in OULU, not an international company or anything and want to keep the set-up costs to minimal
4. Any idea as to the starting costs and government grants?
5. I want to provide health and medical insurance to visitors, temporary workers, students and other immigrants as I see that there is no Finnish company that does it at the moment.(Why is that anyway?any legal restrictions posed on insurance business or is it not profitable to business? Well, I wonder).

Those people are required to have an insurance when they come, so no business model there.5. Medical costs for residents are mostly covered by kela. What's not covered is the very expensive stuff. People interested in that often expect to make use of it, so again not very profitable.

Ok. How can I successfully apply for an insurance license to provide general insurance products such as car insurance, Home Insurance, Pet Insurance and similiar types of insurance.

If Finnish isn't your strong point you can try running the Swedish version ('pä svenska') of the same through Google translate.
Base capital requirement seems to be 2-3 million euros.
