Fraud Marriage

Hi,

How do you report 2 people who only got married so that the other person could get a visa to come to europe, via finland marring a native Finn?

Now that the person has obtained a visa they are getting a divorce and the person now is looking for work outside of Finland within the EU.

How do I report this?

maahanmuuttovirasto@migri.fi (immigration service) is my first idea.
and the person now is looking for work outside of Finland within the EU
(s)he would still need a residence permit in the new country..
