As far as I remember you have to submit a business plan and sit through an interview at the TE-Keskus before they give it to you. The idea is that starttiraha covers your food bills while your business gets going. You cannot use it as capital for your business (ie the 2500e you must deposit when you register an Oy).

...and if I remember correctly (but I'm not sure) you can't get other benefits (eg unemployement money) when you are getting starttiraha. But I might be wrong.
As I explained above. The money is really to pay the entrepreneurs food bills while he starts up the business. It is not intended to be used as finance for the business itself.
