Tel-väh is Työeläke- ja työttömyysvakuutusmaksujen vähennys

Työ/eläke is work pension, one of several types of pensions a permanent resident might receive. This one is based on contributions from your earned income.

Työttomyys is unemployment, vakuutus is insurance, and maksu(jen) is payment (i.e. premium).

Vähennys is reduction, in tax contexts more commonly translated as deduction or withholding, depending on the context.

So this is withholding that goes into your pension account and a government unemployment fund.

You can get some general background in this pretty good guide to Taxation in Finland 2009. Although it has a glossary, it doesn't translate the term you asked about. But if you haven't seen it before, you'll probably get a much better understanding of how the system works from it.

And of course tax.fi has lots of explanations of many things, along with forms you might need at some point. In a few minutes of looking through it, I didn't find what you were looking for, but although it doesn't answer this question it may answer a bunch of future questions you might have. Or raise some new ones, who knows?

The vagueness of your employer's answers is probably just because he doesn't have a clear notion of all the details himself -- and of course even if he does, it's hard to explain these things in another language. Most employers use a payroll service and don't know a lot about the details.
