any suggestios?

i am trying to get the reason, but i know i can not. any one can suggest me how i can apply for residence permit with my previous acceptance letter. The University informed me that i can start from 2011, but they will not issue new offer letter.

Did you try finding out why your previous permit was rejected? It seems likely to be futile to retry in any case if you don't know what went wrong last time.

Today I visited Finnish consulate in Dhaka and received my refusal letter which has been e-mailed from Embassy of Finland, New Delhi. They are two reasons:
1) The applicant does not have secure means of support.
2) There are reasonable grounds to suspect that the applicant intends to evade the provisions on entry into or residence in the country
So what are you thinking?
Actually I went Delhi without any employment certificate. I did not know that for student visa employment certificate is needed. So the visa officer given an extra form and told me to send an employment certificate stating my salary when I will be back in my country. After coming here I sent my employment certificate and also my salary statement (to prove my present income). The employment certificate was not very standard, it was not my fault actually. there was a hand written word in that certificate. After getting admission in such a good subject I was very much careful about the residence permit application. So I did not tolerate that poor quality certificate and time was very short. I thought they will check my original account statement which I have shown as my income and verify all these papers. So I made correction and send those to the migration authorities.
Result is this.
What can I do now?
I did not submit any false documents.

Did you have at least 6000€ or in your bank account which you had shown?

Well, without a secure mean of support (Bank statement of 6000 Euros or a sponsor) there's a really good reason to suspect that you'll be one more foreign slacker in the EU (no offence)
and I'm sorry for this, but you should've looked into this matter a bit harder, as those two reasons are the most popular for refusing RP

Did the statement show when the funds were added? Maybe it was very close to your application date, in that case the embassy might have a reason to suspect that the money isn't really yours and you're an accomplice in a scam well known to be used in visa applications, where money is transferred from an account to another and used by many applicants.

They might grant a residence permit to you in your second application. Show as much as money as you can and have a good health insurance. Thats all we could say.

That might be also because you withdraw or transfer your money maybe during the application period. I have no idea if migri check that though.

That's a surprise to me too, but I must assume they have had issues with people form your home country trying to get a entry to Schengen area using a study place as an excuse. I do not know if there is anything else to do except next time have all your documents in what is generally considered formal and standard. I hope that is enough (that you have been once rejected does not help as such)

My mistake was I submitted two bank statements one is 9000 euros and another was my salary statement as I was doing job at a bank so it was very easy.
Second I submitted some papers several times and even at last to Immigration Authorities.
That's why they suspected.
Will I make a phone call to Migration Authorities/E-mail them about my decision.
Can I submit my papers again?
