I'm guessing it involves bypassing Mr Taxman, especially with an hourly price like that...

Why don't you ask then instead of just making a guess at this person being dishonest? OP may be a student, may be out of work, etc.
You may, of course, be right but when you make an assumption, you make an...

...says the man who assumed Pete was making an assumption. He wasn't, he said, "I'm guessing"

But there is more to think about than just diddling the taxman out of a few euros. As soon as a price looks too good to be true, people should think further, e.g. is the guy properly insured? What happenes when he presses hard to straighten out my spinal discs, but somehow it goes wrong. Who do I claim against?
Political correctness is the belief that it's possible to pick up a turd by the clean end.

He probably makes his hourly rate better with "extras" How is that for an assumption? :D

You are right, people should wonder about these - this does not usually seen to be much of an issue for "domestic" providers, people shouldn't always buy it for face value.
As for the price, you can get a 45 minute massage for 20 eur in Pasila. They charge 35 EUR/h for massages from their qualified masseurs. http://www.suho.fi/hinnasto.php

I have a friend who is nowadays a qualified Shaitsu masseuse in Finland. She started offering it at 20 euros/hour to acquaintences during her training (when she was good enough to start doing it on others but not yet fully qualified), and then it has steadily risen to 50 euros these days. That said, her 'hour' is commonly around 1:10-1:15, so it's still pretty good value for money. And hey, she's a good masseuse, so it's worthwhile. But that's a valid point, aside from insurance/liability: are you qualified? Do you have valid certificates for doing such work in Finland?

With a simple stopwatch or a large clock on the wall she could easily increase her monthly income by 25%.

I want to be a consultant when I grow up!

Heh. I think the point, however, is not to be precise and exact; but rather, to go through all the muscles thoroughly and give a moment for the victim to relax afterwards. And if that goes slightly over-time, well, that's just how it goes. Not everyone in this world is so greedy for cash or so up-tight that they wouldn't donate an extra few minutes to see a job completed properly, which is always nice to know. If you were to stop exactly on the second, leaving some bits undone, you'd merely end up with a bad reputation and no clients.
