Tax advice for a Contractor?

Is anyone in a similar situation that can help us?

My partner is employed by a UK agency as a contractor to work for a European Union Government company here in Finland? He pays tax in the UK but we are not eligible for any benefits there as we don't live there. We've now been in Finland long enough that we could in principle apply for KELA here to help with child care, but I'm not sure if we're eligible as we don't pay taxes in Finland.

He's worried if we register for KELA they'll start demanding that he pay taxes here and won't even let me ask KELA or Vero until we know for sure. We're totally confused.

Any advice?

If he is on a expat contract where he is paid in the UK and considered tax resident there then I doubt you will be eligible for any Finnish benefits/childcare, but should be eligible for whatever is offered in the UK. I guess you have the EU health card issued by UK which allows you to use healthcare in other EU countries?

If he isnt on some special expat contract at some point you will end up being liable to pay tax in Finland (180 day rule similar to UK). Then for sure you will be eligible for KELA but have to pay your taxes here too.
