She mentioned she wants 'WORKING' Visa.
Then she mentioned 'Student visa'
Then she mentioned 'Residency permit'
Read what she's said.
Which is she applying for and in what order lol?
She is using visa as synonym to residence permit what is common. She cannot apply any other visa than schengen 3month visa all others are residence permits.
There is no student visa or working visa, those dont exits in finland.
She is probably applying "residence permit in other grounds" as lady in police adviced because i dont see grounds to others.

so only friend/relative visit visa.
For which you have used your 3 months Shengen visa.
As said before; it is very difficult to stay after the 3 months by applying for a RP.
If you have no solid reason (family, job, study) I estimate your chances close to zero.

Well in the Finnish consulate when asked in Australia, quoted from one of the women who work there they definitely do exist.

So she is applying for 2 things?
You can't apply for the same thing twice (lol?)
Applying for one thing and then another straight after, whilst already on a visa you applied for probably won't work.

Then they have problem with staff in that consulate, point me where in migri pages i can apply for student or working visa.

Hi Kuitta,
not same RP twice. other grounds is different from student. due to the new application time is next spring. i can not apply student visa without school admission . so if i want to stay here until that then. what i only can apply is other grounds. then that time change to student. that is what the police lady told me .

Ok so there are 2 roads that both lead to a residency permit. This doesn't discredit from the fact that there are 2 ways to get the same thing. Maybe not 2 permits but 2 'roads' to take to get the same permit which does the same thing.
This is what I was talking about.
I still have no idea what this woman is asking though because she continuously swaps between using the words 'visa' 'permit' etc. Obviously she wants a permit but has issues about what 'road' to take in getting it... I say just apply and see, either way it doesn't look good.

It is a risky strategy. Applying on "other grounds" can lead to a quick rejection if there are no grounds. (staying longer to visit friends is a bullsh** argument)
Rejection is leave. If you apply now, you'll have your rejection before March.
Application for studies starts in February, but you can expect an admission letter earliest in June or even July. And that is the time you can apply for the next RP.

In my opinion you get to stay a couple of months longer before you get kicked out.
When you then apply for a new residence permit (study), you'll find that the first rejection will work against you.
can i apply new visa while i am in finland?
no
