A different kind of job question

I keep seeing "Civil Engineer" and "Surveyor" positions for English speakers listed on mol.fi. These positions often seem to stay listed for months before they are filled. What is the reason for this? Are the salaries so poor at Olkiluoto that no one is interested? No place to live? Poor working conditions? Too many foriegners? Too many hoops to jump through at the personell management level? I just don't understand. :?: :?: :ohno:

More meat to catch up the schedule? And as engineers know, that is not likely to do any good. So you would work on a site that should have been done 1½ years ago, that won't be ready for a year and a half... http://en.wikipedia.org/wiki/Olkiluoto_ ... ant#Unit_3
So it probably would need "I'm just working here" mentality to work there and with that kind of attitude the employer might want to get new guy before the trial period runs out. Rinse and repeat.

Maybe too many foreigners for Finnish tastes too, although I would like to see bigger construction site that don't have any foreigners working there.
