Amazon, or some other online place? Or make your own, shouldn't be that hard, really. Lots of recipes online.
We don't really have baby biscuits here as... well... it's more or less an unknown concept (I had never heard of it before reading about it on international parenting forums, and my immediate thought was "Why?").
