I'd say that cleaning is the only job you can get in Finland with weak/none finnish language skills. I suggest you to google kotisiivous tampere and find some companies providing cleaning services and contact them directly. There is always a need of cleaners because it's not a job to which people stick for a long period. Or take a look at mol.fi, Tampere area, keywords siivous, siivooja or even apulainen (helper)

Should i continue calling or better fill applications which are in finnish like i did untill now without any luck

Get some help from a friend who speaks/reads/writes Finnish when you fill out the applications.

then look up the address and visit the place personally. they will appreciate your activity and im sure that they will eventually find someone in the company who speaks at least a little english.

It totally depends on the mood of the person you meet first.
If he/she is not really interested, your question won't reach the right person and you won't achieve anything.
If you fill out an application, at least you'll be in the system.
