Healthcare professionals — including trained masseurs, which is a “protected title” in Finland — are certified by Valvira, the Finnish National Supervisory Authority for Welfare and Health. You will probably want to contact them first.

There’s also a union for trained masseurs, Koulutettujen hierojien liitto, which provides guidance for their members. Their website is in Finnish only, but you can try navigating it via Google Translate.
