Licence/Permit to sell hydroponic vegetables.

Hello, I am new to this forum.

I am an experienced hobbyst hydroponic grower from Italy, I would like to set up an indoor hydroponic growing facility in a small warehouse near Helsinki and grow basil, strawberries, salad and cherry tomatoes to sell them directly to restaurants and supermarkets.
What licences/permits do I need to set up this operation ?

Also I would know about:
1) The average cost of 1KW of electricity (residential contract).
2) The average price of 1Kg of fresh,just harvested Basil at the supermarket during the Winter months.
3) The average price of 1 kg of FRESH tomatoes/strawberries/salad during the Winter months.
4) The monthly rent cost for a 100m2 warehouse/garage box.

I used to produce 25kg/m2 of tomatoes in my own facility here in Italy.

In Italy I used to harvest the leaves (no stem) and deliver them to my customers (restaurants) within an hour so they could use very fresh basil durin the Winter to make Pesto.

I have no idea about the logistics and expenses of hydroponic growing in the winter. Maybe the Association of Useful Plants can point you to the right direction. The one thing I can tell you is that restaurants most likely won't use as much basil as Italian ones. You're the pasta + pesto nation, not us.

I did find an interesting master's thesis on how the prestigious restaurant Savoy grows vegetables and herbs in their rooftop garden. It's in Finnish, but maybe you'll get something out of it. The Savoy part starts at page 97.

Actually the italian restaurants in Helsinki that I have contacted were very interested in large supplies of fresh winter basil.
The Finnish greenhouse tomatoes that I ate where even worse than the dutch ones. Finnish hydroponic facilities are very inefficient.

...but wtf has efficiency got to do with taste and how would you do better?

The most recent Finnish greenhouses are EXTREMELY efficient using LED lighting and geothermic heating. As far as efficiency is concerned, I have spoken to farmers who believe they can now compete with imported tomatoes. Good water is also plentiful and in good supply (not the case in most of Europe at the moment). Distribution costs in Finland are huge, as are labour costs.

I don't think any fresh tomatoes grown indoors in winter have much taste and eating salad in December is a waste of time. Many Finns think the same way I do.
