I came in Finland 2 weeks ago and i cant find a job.I have no Papers in finland .

What is this job you can do there is nobody unemployed in Finland or EU available to do? Also so badly that they will submit the paperwork and wait the 3-6 months for you to get a permit?

For almost any job you could find unemployed Finns of foreigners with a RP.
They are available immediately. If the employer gives you the job he has to wait months before the paperwork is done. And there is even a chance your RP is denied.

Sure. But you wouldn't be making profit for employer, unless s/he paid you a wage that is below the collective agreement and that would be illegal and flowerhatted aunties would crucify the employer as slave lord. Getting a job is never guaranteed, but it often is necessary to survive. Or in your case also to get a residence permit.still dont know what to do here anymore if i cant get a job

Indeed EU don't need RP. But:...someone told me i dont need Residance permit cuz Romania is in EU all i need is my passport or ID card.
You need to register with the police within 3 months of arrival in Finland.
And the police will not register you if you don't have means to sustain yourself. (no job -> no registration)
And without registration you are just a tourist without social security, no medical care and who cannot legally work.

OK, so yes, you need to find a job, then the employer has to make a contract. Then with the contract you go to the maistraatti or tax office, and they register you into the system and you get a personal number. You need the tax card to get paid. The police is then within 3 months, then you get an EU-registration paper and get yourself confirmed as a "resident" in the maistraatti.
So, back to square 1. Finding a job. There is the http://www.mol.fi, but after you investigate it for a moment you notice one thing.

1. find a job and get a work contract
2. go to police
3. within 4 weeks you should receive their confirmation on your registration as eu citizen working in finland
4. with that confirmation go to maistraatti, they will (again, within about 2 weeks) send your social security number and register your right of residence
5. go to tax office with the social-security number paper and confirmation (you can get your salary without a tax card, but the employer takes 60% tax)
6. go to bank and establish a bank account
7. with all the papers (work contract, soc-sec number..) you can try to register at kela and get health and social coverage (but that depends on the length of your work contract)
