Good luck. I'm pretty sure you will find someone as there are students desperate for work but, to be honest, I would be ashamed to offer that kind of pay to an experienced, qualified teacher.

I was paying those rates last year to the kids I employed in my ice-cream kiosk.

Teachers should have experience of working with teenagers and should be
familiar with conversational teaching methods.

My mistake. Sorry. When I saw "teachers", "experience" and "conversational teaching methods", I just assumed you were looking for teachers with experience in conversational teaching methods. Not high school students.
