Let's bring an overview into this thread.
Both the original poster and the person who brought the topic up again are EU citizens.
The basic logic is simple (ignoring special cases like marriage or citizens of Nordic countries):
EU citizens have the right to work in Finland, just like a Finn with the same qualifications.
EU citizens without a job in Finland do not have the right to get any benefits like healthcare or cheaper language courses paid from Finnish tax money.
A non-Finnish EU citizen wanting to stay longer than 3 months in Finland does not need any permit, but he has to register his Right of Residence within the 3 months. For registering the Right of Residence you must show that you either have a job or sufficient money at the bank to finance your stay.
Once you have a job with a sufficient income everything works smoothly with visits to a handful of places with your work contract.
With the exception of some areas in IT, finding any job without speaking Finnish fluently is hard.
If you came to Finland without a job and without speaking Finnish fluently that is your fault and your problem, and usually a tough start.
