I assume you are moving from a foreign country to Finland. First go to the maistraati and then KELA. Then you could try to find a job or you register yourself as with the unemployment office. Then you can try to find your free Finnish lessons.

I registered with Kela at the In To Finland office in downtown Helsinki, and got my tax card there, too. I've been here 2 months and don't have a Kela card yet, they said it could take a while.
I did things in this order:
Maistraati first
bank same day as Maistraatti
When I got my henkilötunnus (personal number) from Maistraatti, I went to In to Finland to register at Kela
Once I had an income source, I got my tax card from the In To Finland office too.
I also went to the police to get a henkilökortti (Finnish ID card) once I knew I needed it to use eServices in my job.
I found the In To Finland office very easy, there was virtually no line either to register at Kela or get a tax card. In and out in 10 minutes both visits: http://www.infopankki.fi/en-GB/into/
They are located at Salomonkatu 17, doorway A, floor 2. It's not far from the central railway station in Helsinki.
They did tell me that I would then deal with my local Kela and unemployment office if I needed an integration plan with language courses, work training, etc.
