I'm not seeing anything preventing France from cancelling a permanent permit for a non-EU-citizen the day he moves out of the country.

I am not saying that will happen since I have zero knowledge of French laws, but residence permits for non-EU-citizens are one of the few areas where the local national governments still have some freedom to decide what they want to do.

A Finnish residence permit can be canceled if you leave Finland for a long period (iirc 2 years).
I assume France has something similar.

Hello!

Try applying for an EC Residence Permit from France (see here for the Finnish implementation), that might help.

According to Migri's website, once you have the EC Residence Permit from France, you may apply for the Finnish Residence Permit on the basis of the EC Residence Permit (see here).

A Finnish residence permit can be canceled if you leave Finland for a long period (iirc 2 years).
I assume France has something similar.
I know that my friend received permanent residence here in finland on the monday and was gone to live in NZ on the friday with Family.She was told that she has 2 years to return.
