This is the hardest permit to get.
You should try to look for a way to incorporate a "letter of Interest" from some existing business.
This letter of interest gives your "business identity", even though you are not officially a "business identity" yet, it give you a formal notice that when your "legal entity" is ready for business., they are willing to continue to advance "in talks" to see if business between your identity and their identity is possible.

Basically its a letter stating such and such is who they say they are and we are interested in detailing what you have to offer.

Then update your application with a cover note+letter detailing that because you are not a legal entity you will be offering detailed pre contract talks(full disclosure) and this is a problem, so pull your finger out as my livelihood is at stake.
If you can get one letter , try for more and more,keep sending them in.
If you can survive as a sole trader , you should be able to get a letter of interest.

I bet your application is in a pile waiting to inspected by a degree wielding Finnish retard who lived off the governments initiative packages.
Pre work contracts in your application make a huge difference , did you have any?

At one point i spent all day siting at my desk in my apartment.I decided to try the ringing around and asking questions.
To cut a long story short i was looking for the insider info on 'self employed permits".
3 hours later i have talked and transferred to many peeps, all with a piece of the puzzle.

From there i went 2 more call transfers and talked with an elderly lady whose English was good enough for us to understand each other.
I kept questioning her and eventually i asked her if i could come to her office and talk in person,because her job model doesnt involve meeting people its then she realized i was a random immigrant and somehow had used clever tactics to get transferred to her office.In general what my journey uncovered was that it depends heavily of what type of business and the exactness of how you intend to get money out of the general business industry,and those factors determine which "special experts" look and determine your eligibility.

The granting procedure has been quite strict. For private traders the National Board of Patent and Registration has granted permit to persons who live permanently in a country that has acceded to the Lugano Convention. In practice, this means persons who live permanently in Switzerland.
