Finland is pretty good in supporting people setting up high-tech businesses that have good chances of becoming a success abroad, bringing jobs and taxes to Finland.

But like everywhere else in the world, also in Finland being an entrepreneur is about investing your own money and time in a business you assume will succeed.

If your main worry is to be "free him from worrying about basic living", you should search for regular employment instead of becoming an entrepreneur.

Start-up grants - a new entrepreneur support

As far as I understand this startup grant can be given prior to a new business opening, but the person started the business already, I don't think he can still apply for the startup ground. What is your opinion?

I think there is an assumption that if you started you business already, you did the calculations that you don't need any assistance. Or rather that people don't do calculations at all, unless you give them some carrot in form of free money.

Another way that it appeared to me is that not only can your company be helped in terms of information, but if your creating jobs or have a prospectus that creates jobs and the company meets the criteria for the selected funding ,the company can be given help in other forms like skilled workers.
Start ups are often easy to work around if the idea is good.Daily grind is a bigger challenge.

If you study out the regulations and qualification of Finland's "start up","grant","funding","Finance" , you will discover that you need to be totally committed"No hobby projects".
Another point that i see is if you are eligible its because you don't need the "help" on "paper", but that the projection shows increased opportunity for Finland, ie mol.fi unemployment etc etc , if you were granted the Help.
In simplest terms of understanding it , i think Finland gives you help so you help Finland.If the job model doesnt really follow this then maybe it doesn't get that far into the application stages.
