Immigrant Assessment in Vantaa?

On one hand they talk about all immigrants, on the other they seem to divide them to those that are unemployed and those that receive city wellfare benefits..?

They divide people to "actual immigrants" and boring immigrants who dont bring cultural enrichment, you should know.
