I want to get information that if any one come in Finland for 3 months visit visa. he is much interested to learn Finnish language in Finland and get admission in full time Finnish course, is it possible that his residence permit will extend for one year on the basis of that Finnish course.

No, not he if he someone required to have a residence permit.
1. Even if he is a genius, he will not learn enough Finnish in 3 months to impress anyone.
2. Even if he spoke Finnish as well as a native, he could not get a residence permit based on speaking Finnish well.
The reasons for granting RP's are: proving he is accepted to a university program leading to an academic degree and showing enough money and health insurance to support himself; or proving he has a contract for employment a Finn cannot do instead; or proving close family ties to Finland; or proving he is entitled to asylum; or possibly proving he is going to start a business that will be self-sustaining and will provide a significant number of jobs to Finns.
The only Finnish skills that could help in any of those cases are near-native skills. And even then, Finnish language ability only helps to get the job offer or to get accepted to a university program -- it doesn't influence processing of the residence permit because the authorities never meet him and no language test is involved in the process.
