4 years work permit only from Police?

I want to know one thing please help. What I know normally in Finland first time 1 year A permit , second time 4 years A permit is issued for applicant while file is handled by Work Development offices.

My case is I came 2009 as a student. I got A permit from August 2012 to August 2013 for work basis by worked development office ( that time I had not Finnish degree certificate) then police gave the card to me. Second time I suppose to get 4 years permit. But the case is I have completed the degree here at March 2013. If I apply with my certificate and job documents only police will handle my paper. Will they issue 4 years A permit? Should I hide my certificate and make the application so that work development office will give the decision for 4 years?

Kindly share your experiences.

'Work Development office'? I'm mot sure what you mean with this, but residence permits are issued by migri ( mostly those where the applicant is abroad) and police (most of those cases where applicant is already here). Employment offices take part in most of the employment related permits, but they do nor issue them.

Yes you are right. Student who are inside Finland and have not completed their degree if apply for residence permit on work basis that application goes to work development office first ( it's internal mechanism http://www.mol.fi/mol/en/02_working/05_ ... /index.jsp) even though we see from out only police doing it.

Anyway I am making my question easy I am holding 1 year A permit, completed degree here. I am worry if I apply now which decision will made by police again 1 year or 4 years?

A graduation certificate from Finnish universities is always helpful when you apply for residence permits. I showed mine and my work permit was extended to 4-years though my work contract actually says just 'call on duty'.

Your information is not clear.
Do you have a job that qualifies you for a residence permit (more than 28 hours/week, permanent or longer than 2 year contract) or are you looking for a job?
Your present RP is it study or job related?

So the 1 year A permit you mentioned is a bit confusing because of the reason why you are issued with it or even if you are issued with A or actually its a B permit.

You can apply for a temporary residence permit for seeking employment by submitting an application for an extended permit to the police before your residence permit for studies expires. The police may grant you a permit for seeking employment for six (6) months.
During the validity of the permit you are free to seek employment and when you find a job you may also start working without delay. Before your permit for seeking employment expires, you may apply for a residence permit on the basis of the employment you have found.
It is possible to grant a permit for seeking employment only as an extended permit (read question 4 "How, at what stage and where do I apply for an extended permit?" from "Frequently asked questions: residence permits in general" ), only once and only in Finland. In order for the permit to be granted, you must have a secured livelihood.

When you have found a job, you can apply for a residence permit on the basis of employment. If you do not yet have a job, you may submit an application for a permit for seeking employment to the police before your residence permit for studies expires Since you have completed a degree in Finland, you are entitled to gainful employment without a residence permit for an employed person; in other words, you may be granted a residence permit without labour market consideration (permit consideration without a partial decision from an employment and economic development office).

There is no time limit between permits applied for on the basis of graduation and employment. You may, for instance, have graduated in Finland several years ago and on this basis you have a right to be granted a permit on the basis of employment without labour market consideration (partial decision from an employment and economic development office). In order for the permit to be granted, however, your employment contract must comply with the collective agreement in the field. If there is no collective agreement in the field, your employment contract must be based on the terms and conditions generally applied in the field. In addition, your livelihood must be secured.

9. I have a temporary residence permit (B permit). What is required to apply for its replacement with a continuous residence permit (A permit)?

When you are residing in Finland with a temporary residence permit, you may apply for a continuous residence permit if the grounds for your residence become continuous in nature.
If you have a temporary residence permit on the basis of family ties
- you may apply for a continuous residence permit when your sponsoring family member applies for a continuous residence permit. The requirement is that you continue to meet the definition of a family member.
- you may also apply for a continuous residence permit on new grounds if the grounds for your residence have become continuous in nature.
If you have been granted a residence permit on the basis of studies
- the temporary permit may not be replaced with a continuous one as long as the purpose of your residence in Finland is studying. A student’s residence permit is always temporary.
- and you marry a person who resides in Finland with a continuous or permanent residence permit or with a Finnish citizen, you may apply for a residence permit on new grounds. In this case you may apply for a new residence permit any time during the validity of your temporary residence permit, i.e. apply for an extension. If you have a temporary residence permit for work or for carrying on a business
- you may apply for a continuous residence permit after you have resided in Finland for two years without interruption.
If you have had several fixed-period permits, they must follow each other without interruption. Your residence will be considered uninterrupted if you have resided in Finland for at least half the validity period of your residence permit. Uninterrupted residence is not affected by absences such as normal holiday trips or other travels, or by working abroad if you have been sent there by a Finnish employer.
Final thoughts- The info you have in your application determines what happens(which info is limited in your replies)

MOL.fi states that generally for immigrants working you need to work here for 2 years and in the 3rd year you can receive the 4 year continuous Res-permit.
