What does the "~1" mean on the LED board in a bus stop?

he tilde means about, in this case, about 1 minute.

The specific meaning of "~" in this case is "location data for the bus/tram is not available, so this is the arrival time according to the timetable".

According to Tietoviikko, all HSL buses will be fitted with a GPS-based location service in a couple of years’ time. In longer term, this will likely lead to real-time timetable services in apps written for mobile devices and their journey planner website, but HSL makes no such promise yet as new software components need to be developed for their back-end systems in order to make this happen.
