Tax Card

Hello,
please, I hope somebody could give me some good advice how to find clear and brief information about how to get tax card. I have work for 5 days in the beginning of july and I hope in autumn I will work for few months in Finland too. After that short work I will go back to Czech Republic.
If I understood well, I have to signed in Local registration office and then I'll get social security number, but I cannot find words about in which place I will get tax card, or if it's possible to do it online. I found this is possible for people with bank account of scandinavian banks, and perhaps for another european banks not.

Other things I cannot find are
1. how long time I need to handle with offices before I arrive to Finland.
2. if is it possible to handle it all online or with phone, because I have some work here in Czech Republic and I am not sure I have time to go to Finland earlier to solve it.
3. if there is some handling charges in this.
