So what exactly is the problem? As long as he's got a valid (Finnish) driving license? He might benefit having one of those YKI test papers to prove his Finnish, but otherwise its pretty straightforward going onto the course - they take almost anybody. Passing the test... now thats another thing....

he dont have Finnish driver licence, he have Slovenian but it wil change it for EU driver licence. and one of our friends friend is start to go to that course, but he did not told us nothing about situacion there, and he even is not EU citizen. so i was thinking if he come to live here in Helsinki as EU citizen maybe he will have some opportunity.

Slovenia is a part of EU, and since he's been to Finland before he has a henkilotunnus, so basically all he'd probably need to do is exchange the Slovenian licence to a Finnish one - it says though for Helsinki Helsingin Taksi-Data Oy:n (Helsingin taksikeskus) ID- eli kuljettajakortin myöntämisen vaatimuksena on Suomen kansalaisuus tai sen saavuttamiseksi tarvittavan suomen kielen kielitutkinnon vaatimustason 3 suorittaminen. so thats the same YKI test as for applying for citizenship. There is immigrant training for bus driver also.
