What's the best way to transfer money from my finnish bank account to my dutch bank account. Can I use paypal with Nordea? And since I don't have a paypal account attached to my Nordea-account, is it even possible to get one?

Yes, with Nordea you can use personal banking. Just as you would pay any local bill. Use the IBAN number.
Nordea's HELP function is in English.
It should tell you if there are any fees involved but usually there are none (for reasonable amounts) as long as you do it yourself online. They charge if you do it over the counter.

You just submit an "EU payment" with the IBAN and BIC - theres some tickboxes that cost you money if you do a stupid, so do only EU payment and do not tick any other boxes.

Finland and the Netherlands are both part of the EU, so for the OP there cannot be such a problem.
