HSL extending to Kirkkonummi?

What is an "empty" bus stop? one where people are not waiting? perhaps a bus had just been past and collected all waiting passengers.

Kirkkonummi is already a part of HSL - has been since 2010. There's a major project for renovation of the bus routes and their numbering ongoing - mainly aiming at the arrival of the metro in 2016. Then the buses will drive to Matinkylä instead of Helsinki.
