Ok so 1 EU and 1 non EU? The income requirement table on Migri is for non EU?

The rules from Migri are for a RP from Migri for family members of Finnish citizens and family members of non-EU citizens.
These rules are set by the Finnish government.

A Residence Card from the Police is for a family member of a non-Finnish EU citizen.
The rules for a Residence Card are set by the EU, and are completely unrelated to the rules for RPs.

So what is the income requirement for a couple, an EU citizen living in Finland and his non EU spouse to be granted residence? Sorry I am very confused about this!

Sorry maybe not clear, I mean Eu citizen, his wife is Asian so non EU, she comes to Finland and applies for RC, what would the income requirement amount be?

When the EU citizen is working in Finland, then there is no income requirement.

When the EU citizen is not working in Finland, then "sufficient means of support" are required - the Finnish government is not allowed to set a fixed amount for that, it only has to be sufficient (but the maximum described in the answer you posted always has to be considered sufficient).
