For one who never has driving experience, is it possible to get the driving license (for car) only to study at driving school and take the test?

Is it more difficult from 2013?

Some one took 2 theory tests and 3 driving tests and failed. Is it normal practice?

of course it's normal to fail in that fashion too

but if you are careful and learn properly, you should manage it fairly easily. I had only one wrong answer in theory, and in driving I got through in the first attempt. of course I had prior bike experience and that helped a lot but it's really dependent upon how you learn it and how you react to situations. most in my opinion fail because they either take a wrong lane or drive wrong way in oneway or they drive through a red light.

and yes... there's no other way, you gotta take a driving shcool lesson - theory & practical, and then go for a test. You cannot practice on your own with a friend's car unless he has instructor's licence and is with you in the car during the practice. and also, the car must have a brake system installed in the passenger seat side as well.

Can I draw a conclusion that, the primary reason is that this person did not learn it carefully?

what else can be made out of it if person fails?* but there's reactions or reflexes that need to be honed so that one can drive carefully under stressful situations, esp when one cannot make up ones mind which direction to go, read roadsigns in highspeed or choatic situations etc.... newbies of course cannot get used to it right way but the more learning and practice, the better it will only get.

*i have heard some furriner blaming it on racism also in such case but... you know you should learn & practice properly.. that's the gateway to driving licence.

One suggestion is try to avoid taking practical driving exam in winter time, it is not easy to see the road marks and easy to neglect some of them, which will lead to the failure easily.
