i just wanted to share my experience with you and ask your opinions.
i bought a new tv and wall mount equipment yesterday evening and with our first excitement we wanted to set it immediately. the time was about 21:20 and I thought that "silency time" is between 22:00 - 8:00. With thinking that I still have 40 mins I started to drill holes to the wall. Straightaway after I started my neighbour at next door knocked the wall like what the hell are you doing. Then I knocked his door and said is it ok if I drill some holes for tv mounting and it will take only 10 mins. he said OK, I said thanks and i continued my work. after 5 minutes someone rang our door. I opened the door and saw two neighbour men. They asked me why i dont do this work BEFORE 19:00. their children went to sleep already and I woke them up. I said i am sorry for disturbing, I thought silency time starts at 22 oclock and they answered drilling holes is different, you can hear it even from the other end of building, our children woke up and they are so scared bla bla. Anyway, I was already at the end of drilling process. I didnt want to argue with them as we had just moved to the apartment and didnt want to have bad relations with neighbours. So I apologised for disturbing them and their children and closed the door.
It is still in my mind if I was wrong or not. I understand about children, I have child too. But when my neighbours sometimes have a party until night time, I think that this is normal unless it happens everyday and I tolerate it. in my culture it is important to be in good relationship with the neighbours.
What do you think about this? Do you tolerate your neighbours?

Drilling holes into the wall is much worse for the neighbours than a normal party that isn't extremely loud.

So if i post a note that I will drill holes, then can i do it? No. Some houses have separate rules regarding renovation work. Probably there isn't anything they can legally do, except feel pissed off. Drilling concrete is probably the worst noise most people can generate in a building by legal means. I would not even think about doing that outside 8:00-20.00 (and not quite that early in the weekends), no matter what is in the house rules.tista wrote:Isnt there exact times which is stated in law?

And all depends also on where exactly where you are living.
In a very quiet area it can happen that your neighbours complain about a party at 22:00 no matter whether a note was posted or not.
I live in Kallio in Helsinki where it is completely normal to hear people outside screaming or shouting at any time of night or day. I can't imagine someone complaining about a party lasting until midnight here (and that's pretty common on weekends), but drilling at 21:30 might still be considered very rude since it is so much more annoying than the usual party and shouting noise level.

For little children it is normal that they are supposed to be sleeping at 21:30.
At 8 in the morning they are usually no longer sleeping, and are often already in kindergarten or school.

Law or no law, it's quite selfish to start drilling at that time of night. Do you want to get on with your neighbours, or do you want to make enemies? Remember also that the working day for many starts earlier in Finland than in central or southern European countries. They may go to sleep earlier than you...
