Whether or not he needs any formalities or short training/tests first is a minor issue.

But where do you find a job in Finland for a 60 year old truck driver who doesn't speak Finnish?

Yeah, I've found Finnish to be essential. I found my first trucking job here by visiting local haulage firms and asking around.
The job I have now is for a firm that handles international removals and art transport; of course the clientele is very cosmopolitan, but nevertheless Finnish is the language used 90% of the time. All of the communication between me and my co-workers is in Finnish. All of my instructions, changes of plan etc are all in Finnish.
