To call someone internationlly using FaceTime in my i phone, using their email address does it cost anything ? i have a package with Dna and my internet subscription is free with the package.
or is their any device I can use for free to see videos apart from Skyype and facetime ?

Facetime should only utilize your data package (internet subscription).
