Hard to say for sure, but at least you're less likely to get troubles if you only download and not redistribute them as well.

It is (still) a criminal offense, but it has a very low priority for the police.
But the copyright holder can start a civil procedure against you claiming damages.

according to this story yes you might face trouble

Since someone has to start the legal proceedings, then downloading things by finnish artists would seem to be most risky - since finnish rights holders would be more concerned about infringements of material they hold the rights to. I think some actions were taken in other countries (eg the UK) about music from US artists, but Finland is probably too tiny a market for big music companies to put effort into regarding this matter.

you shouldn't be doing it anyways. Want to watch a movie? Get it from DVD or go to cinema. TV serial? wait for it to come in Finnish channel or get netflix. Games? Buy them.
If you are using university network to download stuff in Finland then you are asking for problems. They will cap your bandwidth, and network admin will pay you a visit.

it's not always that simple though - what if you want to watch Cricket? Or latest series of the Apprentice from the UK with Alan Sugar? You will wait forever in Finland for those and there are few legal ways to watch them since the rights holders only consider the big markets.

Important point here was that the computer wasn't used just for downloading, but (as is typically case with the default settings of the torrent programs) was also used for redistributing the pirated music.

I thought with bit torrent you are basically forced to share the file you are downloading. Otherwise your download speed will be almost zero if you block uploading. You can stop the sharing as soon as you have 100% of the file but until then you must share it. The download speed of a file is related to how much of the file you are sharing. That is anyway what I found when using bit torrent for the first time with uploading blocked by my router.

VPN

but in all seriousness, I was referring more to the casual downloads like movies, TV series and games...and since most likely, he will be using student network so he may face the wrath of network admins.

streaming online musics & videos is not a problem, so one can use sites like youtube and TUBE+ etc.

downloading Finnish contents via torrents is riskier as it involves local interests and unauthorized redistribution of copyright materials. However, I think if you just download the materials and not distribute/redistribute, you won't perhaps be putting yourself at a greater risk. The worst would be a pay for the downloaded material, which is just the price of the material rather than the costs of all materials distributed put together.

that is right. Ideally the university network service is help you out for study material and occasional browsing. Most likely, your student residence will have a network admin who will keep an eye on things like a hawk.
