Learn driving in Kokkola

Could you please let me know some information or where I can find information about learning driving in English in Kokkola ?

From what i've seen of the roads and driving style in Kokkola no learning is needed. It's a complete free for all with unmarked junctions, roads that might be wide enough for two cars or perhaps just one lane and the requirement to live there for at least five years before you fully learn at which junctions in the town centre you have priority and at which you must give way to the right. Wins the prize for the worst laid out roads and worst road signs in whole of finland (which is already at pretty much a low standard).
Worst experience was being driven into the town by a relative from pohjanmaa who obviously didn't know that at a roundabout you look to the left and give way to cars ALREADY ON the roundabout. Thank god traffic was light that day, he didn't look left at all.

Anyway, how about the driving license ? how to get it in Kokkola, or around there because I do not want to go to Helsinki for this.
