Assuming they have international insurance I guess it shouldnt be that more difficult than doing it domestically. But wont your own insurance company take care of that? I am sure they are very good at chasing money from insurance companies abroad.

If they are driving without valid insurance then that is a crime and for sure a matter for the police. If you were not happy with their insurance papers you should have insisted they wait at the scene of the accident for the police.

I guess insurance is not usually a problem when tourists are involved but if a foreign car is being used illegally in Finland (ie without importation papers and Finnish plates) then the driver's insurance might not be valid and anyway, the police and the tulli will want to know what the car is doing here.
We had an accident here while we were living in Hungary. We had a Hungarian lease car with Hungarian plates (I think it was a Peugeot estate, about 1 year old). Hit a white-tailed deer, no other vehicle involved. The car was eventually a write-off but the insurance company made us drive it back to Budapest. In order to scrap the car in Finland the insurance company would have had to import it into finland first, ie pay all the taxes.

You are supposed to have a "green card" when you travel abroad with your car,proving validity of your insurance. Of course, if you collide with some random gyppos, the police will arrest you for racism or something rather than check their insurance.

Totally agreed with you. The same unfortunate happened with me and one of my friend when we were traveling in a different country. The local police will not listen to you if you hit the local people and will make you pay hefty fines. International insurance should be a MUST TO-DO thing in your list, even if you are not a frequent traveler around the world. Because we take these things for granted and pay afterwards. I was in Auckland when this incident happened, thankfully some local lawyers helped me resolve my issues and the lesson I finally learned.
