Question about registering Oy

Hi

I have a question about registering a limited company. Is it required to have a EU citizen as board member to be able to register? What if there is only non-EU citizen on board?

The Oy needs 2 permanent residing addresses for startup.

In a nutshell, citizenship has nothing to do with it. You need at least one EEA (European Economic Area) permanent resident on the board. So ALL the board members can be Chinese/Russian/Mexican etc but at least one of them must be a permanent resident somewhere in the EEA.
