I'm not sure if I'm right but when I checked some time ago I think I was able to book a time slot at Helsingin Maistraatti for foreigner registration. Now when I go to time reservation service it shows some other offices but I can't see Helsinki. Am I doing something wrong or I just need to show up here?

The Finnish version says "Huom! Maistraattien ajanvarausjärjestelmän välityksellä tarjoamat palvelut ovat maistraattikohtaisia." (= it depends on the office which of their services are available on the online reservation system)
So I guess you should just contact them directly (contact information). The Finnish version of the page mentions a direct phone number (029 55 36 300) and a direct email address ( kotipaikkajaulkomaalaisasiat.helsinki@maistraatti.fi ) for the foreigner registrations department, but if I understood correctly they want people to use the general phone number and email address.
