Can tourist visa be converted to resident permit?

No.

Whether a Residence Permit for a family member is available in the first place, and whether the dependent person can stay in Finland while waiting for the decision, depends on details you haven't given.

What is the family relationship?
What is the nationality of the person already living in Finland?

I actually am working on a Work Permit and I'll be getting married soon.

Nationality is Indian. I wanted to bring my wife over here on tourist visa and then get it converted to dependent. She's currently not here in Finland.

Your wife will have to apply for the Residence Permit at the Finnish embassy.

Your wife can visit you on a normal tourist visa while waiting for the decision on the Residence Permit.

After staying in Finland as allowed by the rules of her visa, your wife will have to go back to India until she gets a new visa or a positive decision on the Residence Permit.

Don't let her overstay the visa in Finland:
Overstaying a visa can easily result in a 1-2 year ban to enter the Schengen area.

When you are a family member of a foreign citizen residing in Finland

View which form you will need to apply for a residence permit on the case-specific website under Family member of a holder of a Finnish residence permit or Family member of a recipient of international protection in Finland.

Outside Finland, the application should be submitted to a Finnish embassy. Please note that you cannot submit your application to a honorary consulate.

When you submit your application to a Finnish embassy, you may visit Finland during the time your application is pending, but you must return to your home country when your visa or visa-free period expires.

If you are already in Finland, submit your application to the police. In such cases a residence permit can only be granted if you could have been granted a residence permit when applying from abroad, and

you have lived together with your spouse for a minimum of two years, or
the denying of a residence permit would be patently unreasonable.

Contact your local police to find out which service point in the area provides licence services.

You must submit your residence permit application in person. Take with you the originals of the necessary appendices when you go to the embassy or police service point to submit your application.
Family member of a person with a Finnish residence permit

The Finnish embassy abroad or the police will forward your application to the Finnish Immigration Service for a decision.

If you are granted a residence permit, you will receive your residence permit card either from the embassy or from the police, as appropriate.

No, she cannot do that.

Only if you are married to a Finnish Citizen. Non-EU need to "apply at home" and these days in person due to the fingerprint etc. stuff so the spouse can't file everything locally as it used to be.

I think the rule is-
Cors is an Aussie, wifey is Ruski.
Cors and Wifey were in Australia when i got my RP.
If wifey was eligible to reside in Aus because of me, then when i came to Finland wifey is eligible to apply here.
Theoretics-If they send wifey back to Aus its exactly the same scenario as applying in finland ,ie=you could have been granted a residence permit when applying from abroad.
If wifey resides in Russia, back she goes!
