Exchanging US drivers licence for Finnish one

Where to buy? Where can I find? How do I? Getting started.

Its starting to make less sense with the new EU rules that make you soon need to update the DL, but lets say you did a driving test in the UK in the 70's, you would have a huge wad of paper folded umpteen times as your DL - without any photo of course. (They stll issue a paper 'counterpart' you are supposed to carry.) And if you have in Finland a paper license, mine was valid until I was 65, and that bright-eyed young man at 18 surely resembles the likeness...

These days they're all credit-card sized uniform EU- standard ones, but say 20 years ago... Oh boy... was it in Belgium the didn't even issue licences until the 70's?

I guess its because we(Europe) live in a soup like environment.
Australia is like the States i guess.
The local Government issued AUS Drivers license is a verified ID and has a set amount of points attached to it.
ID Points are needed to open things like bank account etc
