In english we have a certificate of employment.

It can show whatever the employer wants to show.
Roger started 1.1.2001 , roger resigned , roger was terminated , roger only gets crumbs , roger still works for us.

Its simple in English.

I've gotten job certificates that I am working somewhere... was it for a bank loan or something...

Usually for that purpose you use a monthly salary certificate (palkkatodistus). Guess it's possible it wouldn't be enough for some instance. For OP the usual case for TE office / government support if that your job has ended so that's why they are asking for paperwork that shows you no longer have a work. Do note that a job contract can't usually be changed without your consent (wrt reduced hours). To check that angle I would talk with union lawyers assuming you are a member.

Payslip proves you were employed last month, not that you're employed this or next month ;)

You should ask her if she has a shorter story for you in english, should not be a problem.

yeh, but usually Job Certificates are issued once you stop working for the employer, either change workplace or fired etc. I was asking what kind of Job Certificate would it be if the person is still working?

From my previous Jobs, I have Job Certificates from the previous employers, which says I worked from this date to that and I was bla bla bla. They thank me for my time and wish me good luck for future, etc.... So, my assumption is Job Certificate is always issued when the employment relation terminates. I don't know for ongoing relation, never heard before too, so, was asking what I am missing here...
Heres your problem , its called a certificate of employment.
It can show any detail you ask for or the employer is willing to write, it can be written at any stage,its simple.
You seem to be stuck in some fintard reality.
Job certificate infact relates only to a job,it doesnt have to be associated with employment at all.

All the payslips I have seen have a field for when the contract is going to end or has ended. I quickly searched and technically this field is not required to be there. However, if you have been just laid off the previous month then the payslip would include information that collected holidays were paid off. Here's the palkka.fi example:
