Someone borrowed money not returning

Hi,

Well, I had made a mistake and trusted on someone who I did not know well.
He was a Korean PhD student and we were working at the same building. For some reasons he asked for some money and I just simply trusted him. After some months he dropped his studies and went back, and since then he does not responding to the emails.

A lifetime lesson learnt, but what can I do now?

Besides the money, I feel offended and am ashamed of myself that how simple am I! :)

I have a record of the emails, about the money, and the bank transfer. But what can I do?

If he was Finnish you would have to file a claim in a district court and then hope enforcement can claim it from him:

Depends on the sums if it's worth it. Likely the sum is so small that it's not worth it. If the sum is worth pursuing and you have home insurance, the insurance likely includes compensation for hiring a lawyer. Since he went back to Korea you would file a claim where he is located or have some property in so that the local court judgment can be collected. Assuming you don't know the Korean system you would have to get a local lawyer and again one would only do it for the principle.

You could report it to the police as fraud.
It will not get your money back, but it could give him some trouble if he wants to come back.

How much was it, was it enough for getting upset?

If I were pissed up I'd start by contacting common acquaintances "Sorry to bother, are you in touch with X? I've been trying to contact him, since he forgot to repay his debt and it seems all the contacts I had of him don't work anymore. Would you mind forwarding this to him?"... Failing that I'd find his friends and even people who are important to him, his fb friends, and do the same.
If this didn't work and I were really pissed I'd put it up on a website like bloggers or Tumblr, making sure to list his name and subject of study [since you don't want it to be confused with someone else... and making sure that anyone googling him professionally could find it ;) ] and asking anyone that comes across the information to let X know of this, since you haven't found a way to reach the person.

We will have same issue soon, our smart politicians lended 4.000.000.000 to a small country, lets call it greece. Our PM calls it good business. Now they want all the time more but that is not a problem because we just forget about the first part to make them happy. In the mean time we are cutting here on all kind of services, taxes higher (which they hate in Greece but love here) and Stubb laughing his teeth out until he becomes one of the higher Elite of those moneywaisters there in Brussels. Life is good.

The money is not that big that worth getting a lawyer or doing something similar. I perhaps will report to the police.
Interestingly it turned out that he has borrowed money from many others as well. I contacted the church he used to go, and apparently they are pissed off with him too. I even heard that he got a loan from the bank. I still cannot believe that someone gets an admission for a PhD program, comes to Finland, makes friends with many, borrows money and goes back. He easily could have a normal life, gets a PhD and makes much more in some years.

There is a guy who still is in contact with him, and maybe my last chance to get the money back.

How effective is that if I report to the police? Does the police keep this record and does something if he wants to pass the border again?

If they register it, he'll have problems getting a visa or new residence permit.
They might ignore it as a hopeless case tho.

See if they want to join the complain. It will be teated much more seriously.
Depending on the amounts they might even put him on an international wanted list.
