I often see it at the Arab markets, or possibly Punnitse & Säästä still carries it.

Hi Cate,
If you're still looking for rose water (or maybe another bottle at this stage) and you're in Helsinki, I'd recommend the Aseanic Trading/Aasialainen ruokakauppa (=asian grocery) in Kallio, on Kolmas linja 3. They charged around 1,25 € for the bottle (150 ml or so). But it's not organic, though. Vii-Voan (Hämeentie 3) also carries rosewater, but the price was slightly higher (like 2 €).
