ANY police station for licence swap?

My UK licence expires in about 6 weeks. Can I walk into ANY police station in the country to swap it for a finnish one? Or does it have to be done in my municipality.
Reason. My registered address is in Savo.. but i will be in the Hame region for the next X weeks.. then out of the country.

At least passports can be applied from any police station so maybe it's the same for driving licenses but I do not know for sure.
