which service providers have their numbers starting form 040? I believe it was TeliSonera before, but I guess these numbers are now given by sonera network?

Yes, that is Sonera's code, but as we have now had for several years the possibility to keep the old number when you change the operator, you can't tell who is sending the bill for the number.
