3 Questions for first residence permit application of child?

Hi forum,

I have a few question about the first residence permit application for child (A new born in Finland for Non-EU nationals), and I would appreciate your inputs. My questions are as follows:

1) Is it possible to apply online? I cannot see it on (http://www.migri.fi/services/e_services)?

2) If you go to: (http://www.migri.fi/services/processing_fees), and have a look at the second table "Permit decisions", you will see that it states:

First residence permit , minor applicant: Application on paper(230) - Electronic application(200)

So, How to apply online?

3) As for the hardcopy application, I have seen the link: (http://www.migri.fi/services/applicatio ... tion_forms), and I understand that both forms: OLE_PH4 & PK4_plus must be filled and submitted. How long does it take to be granted?

1) from your link: "At the moment, it is possible to apply for a residence permit on the grounds of family ties or remigration only with a paper form."
2) according the migri.fi it isn't possible yet. You could try though. Updates to pages might take some time.
