About the TOEFL exam
Hi,
I am from Morocco and I was planning to apply for a UAS. But the problem is that I have just received my TOEFL score. Unfortunatelly my score (74) don't fill with the required score (79-80). But knowing that the entrance exam contain an english test, I want to know if it is still possible for me to apply.

According to the general admissions criteria, if you do not have EU citizenship then you need 79-80 TOEFL (or IELTS 6.0) before you can apply.

Check on the website of the institution you are applying to, but as far as I know there are no exceptions to this rule. In a nutshell, the UAS do not want thousands of candidates turning up for the entrance exams if their basic level of proficiency does not meet the minimum level to cope with the course.

I totally understand that UAS is selective but I'm not asking about proficiency. I just want to know if my application through the website would be systematically rejected.
I didn't choose a precise institute, but do you know any UAS that require less than 79-80 on the TOEFL exam?

You need to go back to study the TOEFL instead of trying to circumvent the rules. The rules are there for a reason, not to be broken.

I think we are not talking about the same thing. I'm not arguing about my english level because I know the reasons why I didn't get the required score, and I'm not trying to break the rules. I just asked if my application would be systematically rejected.

You may try your luck, and yes the chances of rejection is much higher than a nucular disaster in 2014.

In many cultures, such requirements are guidelines rather than absolute rules. A candidate who is strong in another area, such as science or even sometimes nothing more than high motivation and positive attitude, may win acceptance even when failing another criterion. But Finland is NOT one of those cultures. You will probably never find a country that is more rule-focused, more locked up in arbitrary rules than Finland. At least in Russia or China or parts of Africa you can use connections or bribes to bend the rules. But not in Finland. Missing by a point or two is still missing - end of story.
As Pursuivant says, your energy would be best used studying to get a better score on the test. Nobody will care how well you actually understand and use English. They only care about your score.

I just don't understand why people are talking about cultures, do you really mean what you are saying? "Discretionary admission
The Saimaa University of Applied Sciences uses discretionary admission. This means that also other applicants may be admitted, if the Saimaa UAS considers their skills and knowledge sufficient. In discretionary admission the applicant is evaluated based only on the results of the entrance examination.
An applicant, who wants to apply for discretionary admission, can apply at www.admissions.fi. In addition he/she has to send the copies of relevant certificates to our admissions office together with a cover page (can be hand written) informing us that he/she is applying for discretionary admission. Your applicant number, full name, date of birth and the degree programme(s) you are applying to have to be written on the cover page. The copies of relevant certificates have to be delivered to the Admissions Office of Saimaa UAS by 21 February 2014 at 4.15 p.m. Finnish time."
I don't know if you can now consider Finland one of THOSE cultures, but please be conscient of what you are saying.

What you bolded means that I can apply even if I didn't get the required score on the TOEFL.
I created this topic to know if I can apply even if I didn't get the required score, and the answer is yes (In discretionary admission the applicant is evaluated based only on the results of the entrance examination.).
Some of you talked about souhtern people, others talked about cultures. Hahaha

What it really means is that they will accept any admissable applicant if 5seats are filled in a 50 seat class room.
If the class is going to be full , then they get picky.
