It seems that this is not very common in Finland, but is there any University in Finland that allows students to transfer into?
I am studying International Business so any university with undergraduate courses related to the business major will be fine.

Undergraduate degree in Universities are predominantly Finnish / Swedish programs (though a lot of courses might be taught in English). I am not aware of any nationwide rules for transferring like you say. The only think I can think of would be applying normally and then replacing courses with ones you have already done. This would require to contact the individual schools on to what degree this would be possible. There are not that many universities teaching International Business so it's easily possible to be in contact with them all.

I don't understand your question. Do you want to transfer from a University OUTSIDE Finland or are you already in a Finnish University and you just want to move to another one?
If you want to transfer here, then you have to go through the normal university application procedures like anyone else, ie take the entrance exams etc. If you get accepted then when you enrol you can ask for credits from your previous studies to be taken into account (AHOT).
